Attorney Phil Pires Re-Elected as Commissioner and Chairman of Bridgeport DSSD

Philip C. Pires, a Principal at Cohen and Wolf, P.C., has been re-elected to the Board of Commissioners for the Downtown Special Services District (DSSD) in Bridgeport, Connecticut. His re-election was officially announced at the DSSD’s Annual Meeting on May 14, 2025. Phil will begin his new three-year term on July 1, 2025.

The DSSD is a vital special taxing district led by a board elected by downtown property owners. The organization plays a key role in driving economic development, promoting equitable growth, and enhancing the vibrancy of Bridgeport’s downtown commercial corridor through a wide range of programs and services.

A dedicated member of the DSSD Board since 2016, Phil currently serves as Chairman—a leadership role he has held since 2018. His longstanding commitment and impact on the district have also included prior roles as Vice Chairman (2017–2018) and Treasurer (2016–2017).

In his practice at Cohen and Wolf, Phil has handled a variety of litigation matters including complex commercial disputes, breach of fiduciary duty claims, partnership and shareholder disputes, adverse possession claims, prescriptive easement claims, quiet title actions, landlord/tenant cases, and collection actions. Phil frequently appears in the Connecticut Probate Court system representing beneficiaries, fiduciaries, and creditors in a variety of probate litigation matters. In addition to litigation, he practices in the municipal and land use and zoning arena, regularly appearing before planning and zoning commissions, inland wetlands commissions, zoning boards of appeals, the Connecticut Siting Council, and other administrative agencies, advocating for applicants, developers, property owners, and neighborhood groups. Phil also regularly counsels municipalities and property owners in commercial and residential property tax appeals.
