JULIE D. KOHLER is a principal and chair of Cohen and Wolf, P.C.'s Telecommunications & Utilities Group and co-chair of the firm's Land Use & Zoning Group. She is also a member of the Litigation and Municipal Groups. Resident in the firm's Bridgeport office, she practices in the areas of telecommunications, utility, land use and zoning, real estate, and municipal law.

Ms. Kohler represents numerous major telecommunications providers and tower companies in the negotiation, acquisition and implementation of wireless telecommunications facilities. The scope of her practice is multi-state, representing clients in Connecticut, Massachusetts and New York. She acted as local in-house counsel for a major wireless telecommunication company and currently counsels other national telecommunication companies and tower owners regarding regulatory compliance, transactional due diligence, litigation matters, and zoning and environmental review and approval processes. She obtained approval for the first public Distributed Antenna System (DAS) in Connecticut, a 20-mile DAS system along the Merritt Parkway. She has provided representation and advice in the area of FCC compliance. Ms. Kohler lectures locally and internationally on the subject of telecommunications law. She has represented clients for 12 years before state regulatory agencies, including the Connecticut Siting Council and DPUC, and local commissions on behalf of the firm's telecommunications and utility clients.

Ms. Kohler provides experienced legal counsel to clients impacted by energy projects and energy proceedings. She represents residents and municipal clients in utility proceedings, specifically defending against the ramifications of utility infrastructure siting. She was a lead attorney representing a municipal consortium in CL&P's controversial high-powered transmission line installation through Fairfield, New Haven and Middlesex counties. She has represented the City of Milford and the Town of Trumbull in opposition to high-profile, significant impact electric utility projects. She has represented clients in investigations conducted by the DPUC. She is one of the few attorneys in the state with experience opposing electric transmission and electric upgrade projects.

Ms. Kohler also has extensive experience in all phases of land use and development, regularly appearing before state agencies and local commissions on behalf of the firm's land use clients. She counsels clients on issues relating to property development, lease drafting and negotiation, zoning representation, title work and zoning compliance. She represents local and national developers and management companies and offers creative legal strategy and a comprehensive understanding of the cost and time efficiencies required to make a development project successful.

Ms. Kohler is admitted to practice in Connecticut, New York, Massachusetts, District of Columbia and U.S. District Court, District of Connecticut. She is a member of the Connecticut, New York and District of Columbia Bar Associations. She is also a member of the Connecticut Bar Association's Planning & Zoning, Public Utility Law and Real Property Sections.
